Perhaps the fact that his origins spawn from a simple palette swap denied him a place in the new Double Dragon Neon.
So I took the liberty of tuning up his design as he might appear in DD Neon.

Jeff is the coolest character in Double Dragon and it seems more of an "Anti-hero" then a villain. like a Majima Goro Not bad not good just in the middle.
